Diversification requires a bold new strategy- Design and Innovation by Invitation. This requires incentivised tenancy on spaces with services, VAT exemptions, tax treaties and infrastructure to attract manufactures and multinationals. But this alone- will be insufficient. The race will be long. Overtaking- Research Triangle Park, One-North, Bilişim Vadisi, Yildiz Teknopark, Zhongguancun, FinChi, INNOPOLIS and the magnificent North-West Cambridge development will require the delivery of housing, recreational spaces, playgrounds, retail outlets, dormitories, foreign-system schools, gyms, clubs, childcare centres, road networks to surrounding towns and a transit oriented development plan.
Efficient urban transport systems are fundamental to economic vitality and competiveness of cities via investments on the supply of new transport infrastructure and a set of demand-side management measures to increase the efficiency of existing roads, coordinated land use and transportation services and a shift towards collective modes of movement. The proposed Bus Rapid Transit system can create a ‘stream of creativity’ among Higher Education (HE) institutions, including all UTT campuses which have the potential to evolve into a system of independent colleges and the St. Augustine and Debe Campuses of UWI. The flow of students, ideas, scholars and the traveling public within this Design and Innovation Passageway can connect creative hubs that focus on clean energy, the environment, ICT, the creative industries, and advanced design and manufacturing. Within these hubs or walled gardens built for inventors, crack talent, gadget-tinkers and venture capitalists, small dragonfly teams will have access to information, funding and cutting-edge tools to create, invent, innovate and drive the competitiveness agenda.
The entrepreneurial-state along with private-sector actors may consider the matrix below as an open template to cultivate the Creative Industries as part of the global experience economy that builds on this design and innovation by invitation strategy along with a bus rapid transit system.
